This news post summarizes the key topics discussed and decisions made during the Viridian MMD Board of Directors meeting on 12/9/2025.

Key Topics and Decisions

Bonds

The Board took action to schedule the sale of the District’s Series 2026 Unlimited Tax Road Improvement Bonds.  Revenue from the bond sale will be used to fund completed and future District road projects.

Financial and Administrative Matters

  • Sailing Center Repairs: The Board approved the allocation of $292,189 from excess Tax Increment Reinvestment Zone (TIRZ) funds for the Viridian Sailing Center Repair and Improvement Project,  including improvements to upgrade the facilities to increase accessibility. 

  • Fiscal Year 2027 Budget: The Board adopted the Fiscal Year 2027 budget. 

  • Meeting Time Change: The Board approved changing the regular board meeting time to noon on the second Tuesday of the month, effective in January.

General Manager’s Report

The General Manager’s report detailed ongoing operational and maintenance items:

  • Street Lights: The team is prioritizing repairs for the approximately 100 non-functional street lights due to current budget constraints, with a long-term goal of addressing all repairs over two to three years. The next budget includes a $50,000 allocation for street lights.

  • Beach Access: The Board approved the purchase of new  fencing and supplies, not to exceed $2,500, to replace temporary barricades and better provide temporary control access to the beach area.

  • Pond and Lake Maintenance: The Board approved Blue Line to coordinate with the Parks Committee to quickly move forward with soliciting Requests for Proposals from pond maintenance companies to address issues with algae, hydrilla, and Asian clams.

  • Street Ponding:  The Board requested its consultant team to provide proposed policies and procedures for the repair of street ponding issues. 

Community Matters and District Structure

  • District Development Status: The Board adopted a resolution declaring the District to be over 95% developed, which results in  all future board seats must be filled by election.

  • Committee Appointments: The Board approved the following District Management Structure organization chart and ratified the recommended additions and removals of committee members for 2026.

  • Developers Report: The Developer reported 80 home sales and 120 home closings for the year, with an average home sale price of $592,000.

  • Engineering Updates: Progress was noted on the Boyds Branch channel repair, Phase 3C parks and open spaces, and the Commercial Town Center development (with construction anticipated to begin in Q1 2026 for some tracts). Weir repair is delayed due to lake levels.

  • Tree Relocation: The Board approved a proposal from American Landscape to relocate approximately five trees in the railroad buffer area.

  • Groundwater District: The Board approved five monitoring well agreements with the Northern Trinity Groundwater Conservation District.

  • Well/Pump Maintenance RFP: The Board approved moving forward with soliciting an RFP for well and pump maintenance.

Communications

The Communications team updated the District’s Committee webpage to reflect the new structure and is actively promoting the call for residents to apply for committee membership. Website traffic, particularly to the homepage, document page, and committee page, has been consistently strong.

The next board meeting for Viridian MMD will be held on Tuesday, January 13 at noon.
