Key Topics and Decisions

Developer’s Report

The Board received a report on development, noting six home sales in 2026, with the average sales price at $592,000. Updates were also provided on active projects:

  • The traffic signal improvements along North Collins are awaiting final permitting, with construction expected to begin shortly.

  • The materials for the over-the-road monumentation sign at the Blue Lake intersection were received.

  •  Progress of the townhome project at Birdsfort and North Collins Street and the expected closing on a general retail store at the corner of Blue Lake and North Collins in the first quarter.

Sailing Center Update

The Board discussed the status of the Sailing Center Foundation's operations and projects.

  • The Board approved the insurance policy for the sailing center trailers.

  • The Board was informed that the Sailing Center Foundation is seeking quotes for a metal roof structure to cover kayaks at the dock expansion.

Engineer’s Report

The Board received a report on engineering projects within the district, including:

  • Anupdate on the completion of weir repair and erosion control work at the Voyage Bridge channel, with a contractor working to repair a damaged irrigation line.

  • An update that clearing and grading have begun for the railroad buffer trail continuation, which is expected to be finished and opened in April, connecting to the Trinity River Legacy Trail.

  • The Board approved construction plans, specifications, and advertising for a public bid for the Meadowhawk Drive pedestrian improvement project.

  • The Board approved a contract for a task force project regarding the Boyds Branch Bridge preparation, funding a consultant for core permits and monitoring updates.

Financial Update & Tax Exemptions

Discussions focused on tax rate recommendations, including exemptions, and a funding request for commercial development using excess Tax Increment Reinvestment Zone (TIRZ) funds.

  • The Board declined to adjust tax exemptions for the current year.

  • The Board authorized consultants to prepare a financial analysis and viability report regarding a TIRZ grant application for presentation and approval at the next board meeting.

Other Matters

  • The Board approved the installation of street and wall banners for the Jackson multi-family areas.

  • The Board approved the appointment of a new member to the Communications Committee.

  • The Board discussed advancing the beach committee's beach access project, which includes preparatory work estimated at $23,000. Approval was granted to enter a contract with a design firm to execute this work, while the funding source discussion was deferred.
