This news post summarizes the key topics discussed and decisions made during the Viridian MMD Board of Directors meeting on October 14, 2025.

Key Topics Discussed and Decisions Made:

●    Sailing Center Foundation Report: Representatives from the Sailing Center Foundation presented a proposal for updated facilities and equipment to improve accessibility, safety, and maintenance totaling $315,780. The Board voted to table the proposal and schedule a tour of the sailing facility to get a first-hand look at the proposed updates

●     General Management Services Agreement: The Board considered and approved a general management services agreement with Blue Line Management, LLC. The General Manager’s scope will include management of the District’s infrastructure (roads, signage, trails, lighting, parks, landscaping, irrigation, etc.), communication with residents, maintenance and repair issues, and other miscellaneous services. Residents with questions or issues can submit an entry to the District’s Report a ProblemReport a Problem system.

●      Electrical Services Agreement: The Board considered and approved a service agreement for electrical services, along with a proposal for repairing and replacing bollard lights near the Jackson apartments. This agreement allows for expedited repairs between meetings.

●      Landscape Services Proposals: The Board approved two proposals for mowing services for native areas in the District. 

●      Developer's Report: The developer provided an update on home sales, reporting 67 year-to-date sales and 117 closings, with an average sales price of $588,000 for new homes. First home deliveries in Viridian Phase 3C are expected in January. The developer also reported on the status of the traffic light installation on Collins and updates on the development of the commercial tracts. 

●      Engineer's Report and Construction Projects: The engineer presented a report on the status of construction projects, categorizing them into capital improvement, parks, and maintenance items. The report indicated that all major construction projects, including Phase 3C parks and entry landscape columns, are in good standing. Other topics included:

i. Dog Park Construction Plans: The Board considered approval of construction plans and specifications for advertising public bids for the Armentrout Dog Park. The Board agreed to table the item for one month to allow for further investigation and review of all documentation and plans.

ii. Pay Applications and Change Orders: The Board considered and approved pay applications and construction invoices, with no change orders for the month.

iii. Acceptance of Substantial Completion: The Board considered and approved the acceptance of the certificate of substantial completion and authorized final acceptance for two park projects: Viridian Lakeside Phase 2 Park and Viridian Town Center Track C1 Parks.

●      River Legacy Trail Update: The Board discussed the River Legacy Trail updates and adjustment to the route by the City of Arlington, and approved allowing geotechnical services by the City on District property to determine the feasibility for the proposed route.

●      Communications Committee Report: The Communications team provided updates, including the addition of the new general manager to the website and Report a Problem system. The Facebook page continues to grow, and the website has seen increased traffic, particularly to the documents page and meeting summaries. The Board approved adding the Facebook feed directly onto the homepage for easier resident access.

i. Resident Ticket and Guard House Closure: A resident reported a chipped window caused by landscapers, which the new general manager will address. There was also a notification about a temporary closure and rerouting of a guard house entrance and exit for repair work.

●      Residential Association Matters: Shade replacements for several park areas have been completed. The Board also discussed and approved the temporary closure of Blue Lake on Halloween evening, from Jasmine Fox to Viridian Park Lane and Crested Eagle, between 5:30 p.m. and 9:30 p.m., with barricades and police presence, pending signatures and City approval.

●      2025 Bond Elections and Voter Information: The Board discussed and approved a voter information document for upcoming November elections. This document provides information on propositions up for vote and can be found on the DocumentsDistrict’s website.

●      Preparation for 2026 Bond Sale: The Board authorized consultants to prepare for the sale of Series 2026 unlimited tax road improvement bonds, with an estimated closing in the first quarter of 2026.

●      Financial and Bookkeeping Matters: The Board received the financial report and recommendations from the District’s bookkeeper. Property tax collection was reported at 99.69%. The Board approved the financial and bookkeeping reports.
